An academic concern is defined as concerns with instructor behaviors, class policies, and unfair expectations or demands.
A concern/complaint form is used to report a concern about a service department or an employee in a service department. If your concern is about an instructor, please file an Academic Concern form.
Based on BP4-31 and SP 4-31a, this Student Complaint/concern Procedure is intended to allow students an opportunity to present a complaint or concern which they feel warrants action, including the right to secure educational benefits and services.
If the basis of the claim is discrimination and/or harassment, based on federal or state civil rights laws, the student must file a complaint under System Procedure (SP) 19-60, Civil Rights and Sexual Misconduct Resolution Process. If the basis of the claim is a violation of the Code of Student Behavioral Expectations and Responsibilities, the student must file a complaint under SP 4-30a, Student Behavioral Expectations and Responsibilities Resolution Procedure.
The following matters are not subject to review under this procedure:
Board Policy (BP) 19-60 and associated SP19-60a provide that individuals affiliated with Colorado Community Colleges System (CCCS) which includes Pikes Peak State College (PPSC), shall not discriminate or harass on the basis of sex, gender, race, color, age, creed, national or ethnic origin, ancestry, physical or mental disability, familial status, veteran or military status, pregnancy status, marital status, religion, genetic information, gender identity, sexual orientation, gender expression, or gender identity, or any other protected class or category under applicable local, state or federal law (also known as “civil rights laws”), in connection with employment practices or educational programs and activities (including in admissions). BP 19-60 further provides that individuals affiliated with CCCS, which includes PPSC, shall not retaliate against any person who opposes discrimination, harassment, or retaliation, or participates in any complaint or investigation process.
Any person who believes they have been subjected to a civil rights violation should follow this procedure to report their concerns. CCCS will act on any complaint brought to the attention of the Title IX/EO Coordinator that is made under this procedure.
Student Privacy: The outcome of a CCCS investigation is an educational record of a student Respondent and is subject to privacy protections under the federal Family Educational Rights and Privacy Act (FERPA).
Discrimination, Harassment, Sexual Misconduct, or Bullying Complaint Form
Set by BP4-30 and SP4-30a, if a student is alleged to have violated the Code (also known as the Student Behavioral Expectations and Responsibilities), this procedure outlines the steps that can be taken in resolving the matter. Students reported to have violated the Code will be given the opportunity to participate in the behavioral expectations and responsibilities process. The procedure aims to engage students in a restorative, fair, educational, and developmental process, and to prevent future occurrences of student misconduct.
Any member of the System community may allege a violation by any student of the Code by reporting the matter to the Senior Student Affairs Officer (SSAO), who is the Vice President of Student Services (VPSS) at PPSC. The SSAO/VPSS manages reports of Code violations made under this procedure and may delegate this responsibility. Students, faculty, instructors, staff, authorized volunteers, and guests are encouraged to report behavior that potentially violates the Code or that may be criminal in nature. Formal reports can be made by completing a PPSC incident report. If the conduct is believed to be criminal in nature, the SSAO/VPSS should immediately report the alleged violation to campus law enforcement or security or external law enforcement.
This procedure applies to behaviors from students that take place on any PPSC campus, at PPSC sponsored events, and may also apply to off-campus and to online behavior when the SSAO/VPSS or designee determines that the off-campus or online behavior affects a substantial PPSC interest. A substantial Colorado Community Colleges System (CCCS) or PPSC interest includes, but is not limited to the following, when the circumstances are such that there is a disruption to CCCS or PPSC operations, a significant negative impact to the campus community, or a detriment to the educational interests of the system or the college:
